This is terrifying, all that during a calm protest. I hope the people will stay strong, this is exactly what they are up against.

And it being "non-lethal" or harmless or whatever isn't really true when panicking large crowds easily can kill hundreds. Super dangerous.

But I guess that could even be the point. Make it dangerous to protest, but avoid images of firing into the crowd, can blame the protestors for "killing each other" or so.

This was apparently during a moment of silence for the dead. This sort of thing has been rumored to be related to Havana Syndrome and will apparently cause permanent damage. Not that the folks deploying it are concerned about that.

Serbia has been Russia's closest ally for decades, with Russia having its side in the wars of the 90s. Perhaps such a weapon would have been provided to support the current pro-Moscow government.

This is in effect the easiest means of crowd dispersal. It's a stunner if now they don't install it at the White House and Capitol buildings.

It might work the first time, but as someone commented elsewhere, people will come back, with the means to defeat/counter it by some means or another. It's pretty stupid to escalate peaceful protest like this, unless you want the conflict to escalate. Maybe that's exactly the intent, to justify extreme response to any escalation by protestors.
