This is sadly still true, given the percentage of money that goes to getting someone some help vs the amount dedicated to actually helping.

Note sure why you call generosity and giving as some deep philosophy or effective altruism etc. Also generosity, like sugar, if applied in excess, could cause problems like what Europe is facing today with asylum seekers etc.
