The terahertz gap is a range of electromagnetic radiation between microwave and infrared that is very hard to generate and receive because it is too low frequency for optical systems but too high frequency for electrical.

By my reading this isn't a new way to generate THz signals, but a way to modulate light with existing THz signals.
